Tres Smith is known as one of the most energetic Referee's there ever was. He has an unprecedented enthusiasm for the sport, and his demonstrative calls have been heard in gymnasiums throughout the world. Fellow Hall of Famer, Angelo Mongiovi quipped at his induction that "Tres brought the same level of intensity to the court as I did". Fellow international referee, Bob Lopez, says of Tres "one of the best officials in the world, his enthusiastic style is an extension of his personality".
In 1991, Tres was selected to referee at the USQRA National Tournament, a distinction he would have every year since. Smith trained locally with the Tampa Generals, who became the first club team to travel overseas when they went to Notwil, Switzerland in 1993. He served as the Head Official for those games and worked to develop other International Referees. He was Internationally Certified by IWRF in 1995 . In 1997, Tres was elected Technical Commissioner for the International Wheelchair Rugby Federation (IWRF) He became responsible for the rules and certification of other International Referees. He would hold that post through the 2000 Sydney Paralympic Games and 2002 World Championships until stepping down.
In the USQRA he served as head official in several of the Leagues post season tournaments including the National Championships. Tres also served as Head Official in all the annual Coloplast/Tampa International Tournaments, often working with officials from several different countries. He served as an instructor for several referee clinics in the U.S. as well as Switzerland, Germany, and Sweden.
